Upton and North Elmsall Parish Council has twelve members.
The Chair for 2026/27 is Councillor H Owen. The Vice-Chair for 2026/27 is Councillor S Spencer.
The Parish Council is the first tier of local government and is the level of local government closest to the community.
Upton & North Elmsall Parish Council is a corporate body, which means it is a legal organisation in its own right. Decisions are made by the Council as a whole, not by individual councillors.
The Council has legal powers to provide services, manage local assets, support community projects and raise money through the precept, which is collected as part of Council Tax.
Wakefield Council is our principal authority and is responsible for larger statutory services such as education, housing, planning, highways, environmental health and social care.
Parish councillors represent the interests of the local community, raise issues on behalf of residents and help make decisions about local services, facilities and projects.
